How Tight Electorally Is Halsall?

Historically, very tight. Nurtured by what might be referred to as the Halsall version of Romeo and Juliet, “Two households, both alike in dignity, in fair Verona, where we lay our scene” but it’s fair Halsall and the Westleys and the Stephensons. “The which if you with patient ears attend, What here shall miss, our toil shall strive to mend”.

Recent past elections? Halsall Date of Election: 1st May 2008 STEPHENSON Doreen Joan Con; Halsall Thursday 3 May 2012 STEPHENSON, Doreen Joan Con; Halsall Thursday 5 May 2016 MILLS, Maureen Kathleen Patricia Lab Turnout: 42.22%. Defeats Stephenson by 24 votes.

And then in an apparent show of political nepotism “Tory safe seat of Aughton Park on Thursday 8 June 2017 STEPHENSON, Doreen Joan elected”. Sits with Mrs Westley!

But it wasn’t always like this. In 2005 Halsall was a hot bed of allegations. Parish Cllr John Stephenson versus Parish Cllr Marilyn Westley. It’s all here, below, the formal indisputable allegations and answers, all legally provided and recorded for posterity and historians.

One quote to whet your appetite “MW maintains that this “meeting” was in fact a lunch at the Saracen’s Head Public House on 10 February 2005, at IC’s request. “It was a lunch, where alcohol was consumed, with no agenda and where no minutes were produced”. And then in 2008

“An allegation was made by Councillor Marilyn Westley that Councillor Doreen Stephenson failed to comply with the codes of conduct for Halsall Parish Council (“the Parish Council”) and West Lancashire District Council (“the District Council”) (CLT1). I have investigated whether Councillor Doreen Stephenson failed to treat others with respect by her alleged behaviour towards the ex-Clerk of the Council, Margaret Atherton, at an extraordinary meeting of the Parish Council on 7 August 2008, more specifically: a) Councillor Doreen Stephenson allegedly made comments to Mrs Atherton which were disrespectful; b) Councillor Doreen Stephenson’s behaviour was allegedly disruptive whilst Mrs Atherton and Councillor John Stephenson were formulating wording for a resolution.

“As a result of my investigation, I have concluded that Councillor Doreen Stephenson failed to comply with the Parish Code by failing to treat Mrs Atherton with respect at the extraordinary meeting of the Parish Council on 7 August 2008 due to the comments she made to Mrs Atherton. I have also concluded that Councillor Doreen Stephenson did not fail to comply with the Parish Code by her behaviour whilst Mrs Atherton and Councillor John Stephenson were formulating wording for a resolution. I have also concluded that Councillor Doreen Stephenson did not fail to comply with the District Code. 3. My finding under regulation 14 of the Standards Committee (England) Regulations 2008 is that there has been a failure to comply with the code of conduct”. Read it all below.
