Granville Park Party Time Is Over?

Police were called to 26 Granville Park in Aughton at the weekend as yet again the currently vacant Aughton Grange Care Home awaiting “Change Of Use” to 7 luxury apartments was the venue for a noisy drink and drugs party by young people having illegally gained access to it, hardly a change of use neighbours expected or welcomed!

It’s reported that the property still contains furniture from its former use. Today the lower windows are boarded  up to prevent further intrusions .

Once a provider of top class caring, in 2014 an inspection in response to concerns received by the Care Quality Commission from the local authority safeguarding team identified poor staffing, inappropriate language to describe people, not treating people with the consideration and respect they deserved, poor living conditions, not upholding the dignity of people who used the service, people not receiving personalised care and treatment, an unacceptable state of cleanliness in all areas of the home, no protection against the risks of health care associated infections, and the provider was not operating effective systems to assess and monitor the quality of the service provided to people.

The planning proposal includes the demolition of a rear extension and erection of new 2 storey extension. The Aughton Parish Council did not object to the ‘change of use’ of the building but considered 7 luxury apartments to be over-development of the site, it could have a detrimental impact on neighbouring properties by way of increased noise, increased traffic, and increased on-road parking. But the landscaping proposals were noted, the property stands within Granville Park Conservation Area and any conversion of the building with the provision of car parking spaces should not significantly harm the character, or detrimentally impact on the Conservation Area.

The developers are Beausoleil 52 and Mr David Fogarty 81 Liverpool Road Crosby Liverpool L23 5TD. In respect of application number 2017/1119/FUL received on 20 October 2017 and in pursuance of its powers under the above-mentioned Act and Order, West Lancashire Borough Council as Local Planning Authority, having considered your application, hereby grants permission for: Change of use from a residential care home, including demolition of rear former extensions and conversion of existing with new rear extensions to form seven luxury apartments. at: Aughton Grange EMI Care Home, 26 Granville Park, Aughton, Ormskirk
