Halsall To Lose Wildflower Garden For One New House?

A Public Notice issued by WLBC  has exposed a bid for a Planning Application to remove a Planning Condition as shown here [click to read notices]. 14A New Cut Lane is the location of the wildflower garden  and Condition 8 is comprehensive in its requirements for the General Landscape Operations. The developer L & C Developments (Southport) Ltd wants the entire condition to be removed. Why do our elected members and planning officers bother with planning conditions if developers try, and probably succeed, to set them aside?
